Der Britische Leichtathletikverband hat eine Liste von 14 Reformvorschlägen für eine saubere Leichtathletik vorgelegt.

1) Der Verband (UKA) wird eine gerichtsfeste Möglichkeit suchen, Dopingtäter lebenslang von internationalen Meisterschaftseinsätzen auszuschließen
2) Die WADA soll eine öffentlich zugängliche Datenbank anlegen, aus der hervorgeht, wann und wie oft Athleten getestet wurde
3) Sollte die WADA eine solche Datenbank nicht schnell genug einrichten, wird UKA von seinen durch Lottogelder geförderten Athleten verlangen ihre Daten in einer von UKA verwalteten Datenbank verfügbar zu machen. Nicht geförderte Athleten sollen ermutigt werden, ihre Daten ebenfalls zu veröffentlichen
4) WADA und UKAD sollen die Möglichkeit untersuchen "missed tests" zu veröffentlichen. Weiterhin soll die Periode, in der drei verpasste Tests zu einer Sperre führen von einem Jahr auf 18 Monate oder sogar zwei Jahre ausgedehnt werden
5) Die Zahl getester Athleten soll erhöht werden und es sollen mehr Trainingskontrollen durchgeführt werden
6) WADA soll den Prozess der Erteilung von TUE (Genehmigung der Einnahme von ärztlich verordneten Medikamenten) untersuchen und die Anforderungen für die Erteilung einer solchen Genehmigung erhöhen
7) Die IAAF soll das Vorliegen eines biologischen Passes zur Bedingung für die Teilnahme an internationalen Meisterschaften mache. Weiterhin sollen Athleten eine Mindestzahl an Wettkampf- und Trainingskontrollen in den 12 Monaten vor einer Meisterschaft für die Teilnahme nachweisen.
8) IAAF-Mitgliedsverbände sollen für die Erstattung von Preisgeldern an geschädigte Athleten verantwortlich sein, wenn ein Athlet des Verbandes wegen Dopings gesperrt wird. Verbände die sich daran nicht halten, werden von Meisterschaften ausgeschlossen
9) Die IAAF soll die Möglichkeit untersuchen, eine neue Weltrekordliste einzuführen (beispielsweise durch die Änderung von Wettkampfregeln/Disziplinspezifikationen), nachdem die obigen Maßnahmen vollständig umgesetzt sind
10) Ein Aufruf an alle Sponsoren, keine wegen eines schwerwiegenden Dopingvergehens schuldige Athleten unter Vertrag zu nehmen/zu fördern. Die IAAF soll einen festen Anteil ihrer Sponsoringeinnahmen für den Anti-Doping-Kampf verwenden
11) Regierungen sollen die Unabhängigkeit ihrer jeweiligen NADAs sicherstellen, idealerweise übergeben sie die Aufgaben direkt an die WADA
12) Die Strafe für schwere Dopingvergehen soll auf acht Jahre erhöht werden, lebenslange Sperren sollen möglich sein
13) Die Beschaffung von Dopingmitteln soll kriminalisiert werden. Funktionäre, die sich dessen schuldig machen, sollen lebenlang gesperrt werden
