It is very difficult to prove medical effects with certainty. See the studies by John Ioannidis, preferably the one on "Why most medical studies are wrong" to see how difficult it is. Yet, PED can be declared that based on anecdotal evidence - "Oh, a bunch of the athletes take them." Believe me, they have no clue.
