Ja das ist vollkommen richtig:
Die Höhe der Strafe hat eigentlich nie abschreckende Wirkung.
Die Einführung der Todesstrafe hat noch nirgendwo zur Senkung der Kriminalität beigetragen.
Ein Straftäter geht ja davon aus nicht erwischt zu werden.
Sonst riskiert er es nicht.
Er wird dann nicht straffällig wenn er damit rechnen muss erwischt zu werden.
Wenn man also Doping bekämpfen will muss man das Risiko erhöhen:
Mehr und bessere Kontrollen, investigative Nachforschungen, Kronzeuge etc.
