Kriminell ist im rechtlichen Sinn jemand, der gegen das (deutsche) Strafgesetzbuch verstößt. So wird es volkstümlich/im allgemeinen Sprachgebrauch auch zumeist auch gesehen.
Hmm, gegen das Strafgesetzbuch hat sie nicht verstoßen. Zumindest wird das hier so gesehen, mag in Russland anders sein. Was ist denn dann ein Betrüger ? Wird doch im Zusammenhang mit einem Dopingverstoß immer wieder so genannt......'er /sie hat die KonkurrentenInnen betrogen'. Oder ist das doch kein (krimineller) Betrug ? Wenn in Russland Doping kein Straftatbestand ist, dann hat doch der Staat nichts Unrechtes getan, oder sehe ich das wieder so falsch ? Wenn JA, dann bitte ich um Aufklärung.

also man kann kaum glauben dass du selber glaubst was du hier schreibst:
der Staat hat auch unabhängig davon ob Doping an sich strafbar ist reihenweise Straftaten begangen:
Diebstahl der Proben Sachbeschädigung der Proben, Urkundenfälschung Urkundenunterdrückung, Nötigung, Bestechung, Vorteissannahme, ......
Stepanova hat ihre Dopingstrafe abgesessen und sonst nichts verbrochen sondern ihre gesamte Existenz riskiert um diese Straftaten aufzudecken
