Darum gab es bei der Wahl auch nur 2 Enthaltungen wahrscheinlich DDR und Russland im ersten Wahlgang. Beim zweiten Wahlgang waren die Enthaltungen weg.Richtig, wobei Willy Brandt eher eine Randfigur war als Aussenminister ab Dezember 1965 und Bundeskanzler 4 Jahre später.
Sportpolitisch markiert München den Neuanfang mit der restlichen Welt besonders dem Ostblock.
München bekam die Spiele auch wegen der Neuen Stadien und primär dem Olympiaparkkonzept.
Ohne Daume hätte es die Spiele sicherlich nicht in Deutschland gegeben.
Es bestand noch die Hallstein-Doktrin
(Alleinvertretungsanspruch der Bundesrepublik, Nicht-Anerkennung der DDR als Staat, Sanktionen gegenüber DDR anerkennenden Staaten).
1964 war ja noch eine gemeinsame Olympiamannschaft angetreten(Hellmuth weiss darüber bestimmt eine Menge zu erzählen),
1972 sollte es getrennte Mannschaften geben,
dies brachte in gewisser Weise die Existenz zweier Staaten zum Ausdruck.
Daume trat im Oktober 1965 an den Münchener OB Vogel heran und trug ihm seine Ideen vor,
warum gerade München die besten Chancen hätte, wenn man dem IOC die richtige Präsentation
mit neunen Bauten und Relativierung der Hallstein-Doktrin anbieten würde.
Das Letztere sei eine wichtige, wenn nicht entscheidende Voraussetzung, viele IOC-Mitglieder würden in dem Fall für München stimmen,
auch der sich wegen der HD sträubende Präsident Avery Brundage.
Am 26. April 1966 fiel nach einer 10minütigen Präsentation durch Vogel und Daume die Entscheidung für München.
Man hatte den Weg einer eigenen Olympiamannschaft der DDR gefunden, ohne eine schriftliche Verpflichtung einer Anerkennung der DDR.
Die von der CDU dominierte Bundesregierung wollte zu dem Zeitpunkt auf keinen Fall die Hallsteindoktrin aufgeben, auch nicht für München.
Man einigte sich aber auf den Modus Vivendi einer die DDR repräsentierenden Olympiamannschaft.
Willy Brandts Ostverträge ab 1970 bedeuteten eine Zeitenwende,
hatten aber mit der Entscheidung für oder gegen München nichts(mehr) zu tun.
